Looking for American researchers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As President Trump cuts billions of federal dollars from science institutes and universities, restricts what can be studied and pushes out immigrants, rival nations are hoping to pick up talent that has been cast aside or become disenchanted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For decades, trying to compete with American institutions and companies has been difficult. The United States was a magnet for top researchers, scientists and academics. In general, budgets were bigger, pay was bigger, labs and equipment were bigger. So were ambitions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2024, the United States spent nearly $1 trillion \u2014 roughly 3.5 percent of total economic output \u2014 on research and development. When it came to the kind of long-term <a class=\"css-yywogo\" href=\"https:\/\/ncses.nsf.gov\/pubs\/nsb20243\/discovery-u-s-and-global-r-d\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">basic research<\/a> that underpins American technological and scientific advancements, the government accounted for about <a class=\"css-yywogo\" href=\"https:\/\/ncses.nsf.gov\/pubs\/nsf24332\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">40 percent<\/a> of the spending.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">That\u2019s the reason political, education and business leaders in advanced countries and emerging economies have long fretted over a brain drain from their own shores. Now they are seizing a chance to reverse the flow.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is a once-in-a-century brain gain opportunity,\u201d the Australian Strategic Policy Institute <a class=\"css-yywogo\" href=\"https:\/\/www.aspi.org.au\/tag\/technology\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">declared<\/a>, as it encouraged its government to act.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last week, at the urging of more than a dozen members, the European Union announced it would spend an additional 500 million euros, or $556 million, over the next two years to \u201cmake Europe a magnet for researchers.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Such a sum is paltry when compared with U.S. budgets. So it\u2019s understandable if their appeals are met with a request to \u201cshow me the money.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After all, <a class=\"css-yywogo\" href=\"https:\/\/www.enseignementsup-recherche.gouv.fr\/sites\/default\/files\/content_migration\/document\/RAPPORT_FINAL_GT2_Attractivite_des_emplois_et_des_carrieres_1178464.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">salaries tend to be much lower<\/a> in Europe. In France, for example, a 35-year-old researcher can expect to earn around \u20ac3,600 (about $4,000) a month before taxes, according to the <a class=\"css-yywogo\" href=\"https:\/\/publication.enseignementsup-recherche.gouv.fr\/eesr\/FR\/T512\/les_salaires_des_personnels_des_epscp_et_des_epst\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">French Education and Research ministry<\/a>. A postdoctoral fellow at Stanford would stand to earn the equivalent of around \u20ac6,000 (about $6,685) a month in the United States.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Still, there is interest. Of 1,600 people who responded to a March poll in the <a class=\"css-yywogo\" href=\"https:\/\/www.nature.com\/articles\/d41586-025-00938-y\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">journal Nature<\/a> \u2014 many of them Ph.D. or postdoctoral students in the United States \u2014 three out of four said they were considering leaving the country because of the Trump administration\u2019s policies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And Europe\u2019s more generous social safety net can make up for a large part of the salary differential, said Patrick Lemaire, the president of the College de Soci\u00e9t\u00e9s Savantes Acad\u00e9miques de France, an arm of an international council that represents about 50,000 academics in France.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere is much less money in Europe, and the salaries are much lower,\u201d he said. \u201cBut you also have very good social security and health care, which is free; school and university tuition are free.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Here are some of the pitches offered by countries and universities around the world.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-67438c1\"><span><strong class=\"css-8qgvsz ebyp5n10\">France<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">In addition to the European Union, France pledged to put cash on the table last week. President Emmanuel Macron said his government would spend $113 million on a program to attract American researchers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Other academic institutions are putting up their own money. Aix Marseilles University said it would spend up to $16.8 million to fund 15 foreign researchers. The offer has so far attracted more than 50 applicants, according to the journal <a class=\"css-yywogo\" href=\"https:\/\/www.science.org\/content\/article\/overseas-universities-see-opportunity-u-s-brain-drain\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Science<\/a>. The University of Paris-Saclay is also establishing five new positions for American researchers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-3462d6\"><span><strong class=\"css-8qgvsz ebyp5n10\">Spain<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Diana Morant, the minister of science, innovation and universities in Spain, said the government was budgeting an additional \u20ac45 million <a class=\"css-yywogo\" href=\"https:\/\/en.ara.cat\/science-technology\/the-spanish-government-will-allocate-up-to-45-million-euros-to-attract-prestigious-researchers_1_5341216.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">to lure scientists<\/a> \u201cdespised or undervalued by the Trump administration.\u201d The program offers American researchers an extra <a class=\"css-yywogo\" href=\"https:\/\/www.ciencia.gob.es\/Noticias\/2025\/abril\/Gobierno-aprueba-convocatoria-ATRAE-2025-IA.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">$200,000 grant<\/a> on top of a million-dollar package normally offered.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Catalonia, Spain\u2019s prosperous northeastern region, <a class=\"css-yywogo\" href=\"https:\/\/en.ara.cat\/science-technology\/catalonia-the-hunt-for-researchers-who-want-to-flee-the-united-states_1_5323254.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">announced<\/a> a <a class=\"css-yywogo\" href=\"https:\/\/www.catalannews.com\/politics\/item\/catalonia-launches-30m-scheme-to-attract-us-researchers-limited-by-trumps-policies\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">$34 million program<\/a> to attract American researchers who \u201ccan see their academic freedom restricted.\u201d Twelve universities will be helping to sponsor 78 \u201chigh quality\u201d scientists in total from the United States over the next three years.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-4d65690a\"><span><strong class=\"css-8qgvsz ebyp5n10\">Denmark<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Set to Bruce Springsteen\u2019s \u201cBorn in the U.S.A.,\u201d an Instagram post by Brian Mikkelsen, the chief executive of the Danish Chamber of Commerce, made this appeal: \u201cThis is a direct invitation to American researchers.\u201d Talented people are losing their jobs or funding because politics is overshadowing science, he said. \u201cWe want you to know there is an alternative. In Denmark, we value science. We believe in facts.\u201d He said the chamber and the society of engineers were asking to fast-track 200 positions for researchers over the next three years. There was no mention of funding.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-6bc5a7f\"><span><strong class=\"css-8qgvsz ebyp5n10\">Sweden<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Johan Pehrson, Sweden\u2019s minister of education, organized a meeting last month with officials from nine universities to discuss how to attract disgruntled talent. \u201cTo American academics and scientists: We need you!\u201d he <a class=\"css-yywogo\" href=\"https:\/\/x.com\/JohanPehrson\/status\/1914658374328750531\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">wrote<\/a> on X. Alas, there was no musical accompaniment or money mentioned.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-651ce2c\"><span><strong class=\"css-8qgvsz ebyp5n10\">Norway<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAcademic freedom is under pressure in the U.S.,\u201d said <a class=\"css-yywogo\" href=\"https:\/\/www.regjeringen.no\/no\/aktuelt\/100-millioner-kroner-til-internasjonal-forskerrekruttering\/id3097886\/?utm_source=regjeringen.no&amp;utm_medium=email&amp;utm_campaign=nyhetsvarsel20250423\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Jonas Gahr Store,<\/a> the prime minister of Norway. The government is offering 100 million kroner, or $9.6 million, to fund experienced American and other international researchers next year.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-3779b0f7\"><span><strong class=\"css-8qgvsz ebyp5n10\">Britain<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">The Labour Party government is reportedly planning to spend 50 million pounds, or $66 million, to finance and relocate international scientists.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-58a6151\"><span><strong class=\"css-8qgvsz ebyp5n10\">Canada<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">The University Health Network in Toronto and other foundations are devoting <a class=\"css-yywogo\" href=\"https:\/\/www.ctvnews.ca\/health\/article\/university-health-network-in-toronto-launches-major-campaign-to-attract-top-scientists-to-canada\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">30 million Canadian dollars<\/a> ($21.5 million) to recruit 100 young scientists from the United States and elsewhere. In April, <a class=\"css-yywogo\" href=\"https:\/\/www.grad.ubc.ca\/us-applicant-week\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">the University of British Columbia<\/a> initiated \u201cU.S. Applicant Week\u201d and reopened applications for some graduate programs to give American students another chance to apply.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-470a7352\"><span><strong class=\"css-8qgvsz ebyp5n10\">Portugal<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">Citing Trump administration policies, Portugal\u2019s NOVA Medical School announced that it would budget an additional $2 million to cover the salaries of \u201cinternational researchers of excellence\u201d for three years and some relocation costs.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-31cdfc4c\"><span><strong class=\"css-8qgvsz ebyp5n10\">Austria<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe destruction of freedom of science and democracy in the U.S.A. leaves me speechless,\u201d Eva-Maria Holzleitner, the minister of women, science and research, said in an Instagram video. \u201cWe are working on programs to provide a safe haven for students and scientists at risk.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last month, Austria opened its own national portal on <a class=\"css-yywogo\" href=\"https:\/\/euraxess.ec.europa.eu\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Euraxess \u2014 Researchers in Motion<\/a>, a platform supported by 43 European nations that offers a wide database of job offers, scholarships and grants as well as information about organizing a research project in Europe.<\/p>\n<h3 class=\"css-15h6bi9 e1gnsphs0\" id=\"link-9bc7a1f\"><span><strong class=\"css-8qgvsz ebyp5n10\">Australia<\/strong><\/span><\/h3>\n<p class=\"css-at9mc1 evys1bk0\">The Australian Academy of Science began a <a class=\"css-yywogo\" href=\"https:\/\/www.science.org.au\/about-us\/philanthropy\/global-talent-attraction-program\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">global talent search<\/a> last month, with its president <a class=\"css-yywogo\" href=\"https:\/\/x.com\/Science_Academy\/status\/1913035806253728252\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">stating<\/a> there was an \u201curgent and unparalleled opportunity to attract the smartest minds leaving the United States.\u201d The callout asked for donations to finance the effort.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.irishtimes.com\/ireland\/education\/2025\/04\/04\/skill-baby-skill-plan-to-attract-global-research-leaders-to-ireland-following-us-trade-shock\/#:~:text=2025%20%2D%2000%3A01-,Ireland%20plans%20to%20launch%20a%20new%20%E2%80%9Cglobal%20talent%20recruitment%20initiative,for%20Higher%20Education%20James%20Lawless.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Ireland<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.insidehighered.com\/news\/global\/2025\/03\/28\/rector-recruiting-us-scholars-can-protect-threatened-research#:~:text=Vrije%20Universiteit%20Brussel%20(VUB)%20has,their%20line%20of%20research%20threatened.%E2%80%9D\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Belgium<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.chosun.com\/english\/national-en\/2025\/03\/11\/DRB5AVIYJVGCNJ3BB3VYCWA2HU\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">South Korea<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.chosun.com\/english\/national-en\/2025\/03\/11\/DRB5AVIYJVGCNJ3BB3VYCWA2HU\/#:~:text=China%20is%20aggressively%20recruiting%20U.S.,efforts%20to%20attract%20overseas%20talent.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">China<\/a> have also talked about starting programs directed at researchers, scientists and students in the United States.<\/p>\n<p class=\"css-798hid etfikam0\">Liz Alderman<!-- --> contributed reporting from Paris.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Help Wanted.
