The allegations include monthly utility charges billed without proper documentation, an unexplained &#8220;Meter Reading&#8221; fee tacked onto rents, lease provisions that allegedly cap tenants&#8217; legal remedies, and renter&#8217;s insurance requirements that, according to Friend, did not follow Oregon&#8217;s rules.
